As part of ongoing efforts to enhance the institutional framework of the National Qualifications Framework (NQF) and to develop an effective system, the Office for Dual Education and NQF, in collaboration with the Qualifications Agency, organized an online workshop: Optimizing the Functioning of Sector Skill Councils in the Republic of Serbia. This initiative was made possible through support from the European Bank for Reconstruction and Development (EBRD), aiming at aligning of our qualification system with the labour market needs. 


EBRD's support enabled the engagement of People 1st International, an expert organization with extensive experience in this field, to conduct an exhaustive analysis, evaluating the existing institutional and operational framework guiding the function of sector skill councils. The ultimate goal was to provide actionable recommendations to enhance their effectiveness, bolster private sector involvement, and propose innovative models to be piloted. The overarching ambition is to heighten the efficacy of sector skill councils and foster greater private sector engagement, thus refining the qualifications system and aligning knowledge and skill supply with evolving labour market demand.


The workshop unfolded with opening remarks from key stakeholders, including Prof. Dr. Gabrijela Grujić, Director of the Office, Dr. Vesna Fabian, Assistant Director, and Prof. Dr. Časlav Mitrović, Director of the Qualifications Agency. Facilitated by expert Jane Rexworthy and her team, the workshop commenced with a comprehensive presentation of research findings, followed by unveiling of recommendations derived from these insights. The recommendations formed the focal point of discussion during the workshop’s subsequent segments, ensuring a thorough deliberation of proposed initiatives.


The workshop saw participation from over 80 representatives of social partners, from the education sector (including the Council for NQFS, IIE, schools, school associations, CONUS, and CAASS), trade unions, employers, and relevant state authorities responsible for human resource management across sectors (including the Ministry of Education, Ministry of Labour, Employment, Veterans and Social Affairs, and other pertinent ministries). Additionally, members from all sector skill councils were actively engaged in the proceedings.


Moving forward, the recommendations aimed at enhancing operational efficacy of sector skill councils will undergo a pilot phase in the near future. The Sector Skill Council for Transport and Transport Services has been chosen to mark initial step towards implementing tangible enhancements in qualifications system.
